Federal Agencies Making Laws

When did the Constitution give agencies of the Federal Government the authority to issue rules and regulations, complete with fines and penalties, and to enforce them without the approval of Congress?

These regulations have the same effect as a law. I thought that a law must be passed by both the Senate and the House of Representatives and then signed by the President before it is enforceable. So when did Congress start allowing the EPA, the Health Department, the Education Department, the IRS and other agencies and departments to start issuing and enforcing regulations complete with built in penalties? 

If an agency, such as the EPA, wants to make a regulation and to enforce it with fines and penalties, they should have to go to Congress to get it approved first. 

The way things are now, the Federal Government is issuing tens of thousands of new regulations every year (over 22,000 last year alone!) controlling virtually every aspect of our lives –and Congress isn’t even consulted. They just decide something should be done a certain way and bam, we have to live with it or be hit with huge fines. 

That is not how a democracy works. In a democracy the people get to decide on what laws and regulations they want to have to control their lives. In a Democratic Republic, the elected representatives of the people have the authority and responsibility for making law. 

Federal Agencies making up laws without being answerable to the people, even through the elected representatives, and a President who regularly bypasses the Congress with Executive Directives, which have the effect of law, is not how it it is supposed to work. That is a form of totalitarianism. 

We, the people, have a responsibility to speak up and tell our elected representatives that this is not right and it must change -either that or just follow along blindly like so many sheep. 

 Okay, I'll stop ranting -for now….
